Dr. Palu-Regan is a board-certified Plastic and Reconstructive Surgeon known for a thoughtful, patient-centered approach that balances technical precision with surgical artistry. He believes that excellent outcomes begin with listening—understanding each patient’s anatomy, goals, and circumstances—and developing a plan that is both individualized and grounded in sound surgical principles.

Dr. Palu-Regan completed his undergraduate education with honors at Texas A&M University before earning his medical degree from the University of North Texas Health Science Center. He went on to complete a rigorous five-year residency in General Surgery through New York Medical College at Wyckoff Heights Medical Center in New York City. During this time, he developed a strong foundation in complex surgical problem-solving and applied anatomy, which ultimately led him to pursue specialized training in Plastic and Reconstructive Surgery.

He completed his Plastic and Reconstructive Surgery training at St. Joseph’s Health in New Jersey, where he gained comprehensive experience across reconstructive and aesthetic procedures, with an emphasis on restoring form, function, and balance.

Dr. Palu-Regan has a particular interest in breast and facial reconstruction, focusing on procedures that restore the body’s natural harmony while preserving function and identity. He also performs aesthetic procedures of the face and body, including rhinoplasty and aesthetic breast surgery, applying the same reconstructive principles of precision, proportion, and restraint.

In addition to his clinical practice, Dr. Palu-Regan is deeply committed to service and education. He has volunteered internationally in Africa, providing reconstructive care for children with cleft lip and cleft palate—an experience that reinforced his belief in the profound personal and social impact of reconstructive surgery.

Dr. Palu-Regan is currently on staff at NYC Health + Hospitals / Kings County Hospital in Brooklyn, where he serves a diverse and often underserved patient population. He is actively involved in surgical education and mentorship, contributing to the training of future plastic surgeons and advancing the field through teaching and clinical leadership.
